Compliance to the normative system is the only way to maintain the Rule of Law, which according to the author becomes possible when citizens feel not only a legal, but also a political and moral obligation to obey the norms. El mundo globalizado ha producido un nuevo derecho, que aún no ha sido explicado ni mucho menos justificado por una teoría jurídica de la globalización. Las teorías jurídicas contemporáneas se han construido desde el Estado-nación, y muy pocas han abordado los problemas que plantea ese derecho que hoy es dominante. En este artículo explicamos las variables jurídicas del neoliberalismo, y damos cuenta de algunas teorías que pretenden explicar y justificar el derecho de la globalización neoliberal. The organism-in-its-environment is recognized as the basic unit of analysis when dealing with living beings. This paper seeks to define the fundamental implications of the concept of the organism-in-its-environment in terms of the biosemiotic concept of human distributed cognition. Human distributed cognition in a biosemiotic context is defined as the ability of a self-referencing organism-in-its-environment to interact with its environment to satisfy its physiological and social needs to survive and sustain itself. The ontogenetic development of the organism-in-its-environment serves as the (...) backdrop to discover the implications of distributed cognition that have general applicability in organisms, but in this paper, are made relevant to human beings. All information results from a process, intrinsic to living beings, of info-autopoiesis or information self-production; a sensory commensurable, self-referential feedback process immanent to Bateson’s ‘difference which makes a difference’. To highlight and illustrate the fundamental nature of the info-autopoietic process, initially, two simulations based on one-parameter feedback are presented. The first, simulates a homeostatic control mechanism (thermostat) which is representative of a mechanistic, cybernetic system with very predictable dynamics, fully dependent on an external referent. The second, simulates a homeorhetic process, (...) inherent to biological systems, illustrating a self-referenced, autonomous system. Further, the active incorporation/interference of viral particles by prokaryotic cells and the activation of CRISPR-Cas can be understood as info-autopoiesis at the most fundamental cellular level, as well as constituting a planetary network of self-referenced information. Moreover, other examples of the info-autopoietic nature of information are presented to show the generality of its applicability. In short, info-autopoiesis is a recursive process that is sufficiently generic to be the only basis for information in nature: from the single cell, to multi-cellular organisms, to consideration of all types of natural and non-natural phenomena, including tools and artificial constructions. The concept of information has been extensively studied and written about, yet no consensus on a unified definition of information has to date been reached. This paper seeks to establish the basis for a unified definition of information. We claim a biosemiotics perspective, based on Gregory Bateson’s definition of information, provides a footing on which to build because the frame this provides has applicability to both the sciences and humanities. A key issue in reaching a unified definition of information is (...) the fundamental problem of identifying how a human organism, in a self-referential process, develops from a state in which its knowledge of the human-organism-in-its-environment is almost non-existent to a state in which the human organism not only recognizes the existence of the environment but also sees itself as part of the human-organism-in-its-environment system. This allows a human organism not only to self-referentially engage with the environment and navigate through it, but also to transform it in its own image and likeness. In other words, the Fundamental Problem of the Science of Information concerns the phylogenetic development process, as well as the ontogenetic development process of Homo sapiens sapiens from a single cell to our current multicellular selves, all in a changing long-term and short-term environment, respectively. Gregory Bateson is well known for defining information by stating “In fact what we mean by information – the elementary unit of information – is a difference which makes a difference…” This conceptual perspective has the merit of simplicity and generality. Simplicity, in addressing the complexity of information. Generality, in seeking applicability to any and every field of human experience. The purpose of this paper is to focus the applicability of this conceptual approach by Bateson and use it to perform (...) a calculation of taking the difference between two grey-level digital images that are shifted one relative to the other. The digital images take the place of the field of view that a human being would have access through her sense of vision at two different spatial/temporal instances. The results show that it is possible to highlight the edges of the objects under scrutiny, as well as to highlight other differences within the object. Bateson’s “difference that makes a difference” would seem to provide a first step in the elusive meaning making process of humans. (shrink)

Furthermore, the proposal includes two force sensors attached to the manipulator end-effector and tool: one sensor is used to properly accomplish the surface treatment task, while the second one is used by the operator to guide the robot tool. The applicability and feasibility of the proposed collaborative (...) solution for robotic surface treatment are substantiated by experimental results using a redundant 7R manipulator: the Sawyer collaborative robot. Distributed cognition is widely recognized as an approach to the study of all cognition. It identifies the distribution of cognitive processes between persons and technology, among people, and across time in the development of the social and material contexts for thinking. This paper suggests an ectoderm-centric perspective as the basis for distributed cognition, and in so doing redefines distributed cognition as the ability of an organism to interact with its environment for the purpose of satisfying its most basic physiological (internal (...) and external) and social needs in order to survive and sustain itself. El leitmotiv que impulsa a Jaime Balmes en todo su quehacer es un profundo amor a la verdad. Con él se da comienzo al estudio de su Antropología, pues es gracias a esa confianza y apuesta por la verdad-realidad por la que se justifica y alienta la búsqueda concreta de la verdad del ser humano. Partiendo de ella, revitalizada la verdad y nuestra capacidad cognoscitiva, Balmes afronta el problema antropológico contemporáneo, a saber, si existe la naturaleza humana y qué (...) sea ésta. Rescata así, prontamente, la esencia y la existencia humanas, esto es, la verdad y la libertad del hombre, existencia libre que sólo puede llegar a su perfección si asume y desarrolla su propia esencia o verdad –«La verdad os hará libres»–. Recuperada la naturaleza humana, su esencia, Balmes se puede preguntar por qué sea ésta, por qué es el ser humano. Siguiendo su realismo metodológico (objetivo y subjetivo), se aborda esta importante cuestión desde un primer estudio analítico (lo que le liberaba de cualquier forma de panteísmo), completándolo con el sintético posterior (librándole entonces del exceso relativista). Pero esta división metodológica se va a mostrar, en la antropología balmesiana, como clave misma de interpretación del ser y misterio humano: Antropología integral e integradora que permite comprender y acoger al ser humano en toda su riqueza y diversidad, y le ofrece el camino de la armonía o unidad, en esa diversidad (interior y exterior), como clave para alcanzar su máxima plenitud. Esta ponencia presenta un avance parcial de la investigación sobre la democracia en los municipios colombianos desde la adopción de la elección popular de los alcaldes. A partir de una conceptualización básica y operacional de la democracia se determinan sus principales dimensiones y se presentan los resultados obtenidos para algunas variables significativas que se han procesado, aplicando técnicas de análisis multivariado. En este artículo se pretende exponer la antropología de Eugenio Trías como clave de comprensión de toda su filosofía. Para ello se estudia primero su ontología, en torno al ser del límite, y los tres cercos: cerco del aparecer, cerco hermético y cerco del límite. En un segundo momento se estudia su antropología filosófica, propiamente dicha, que analiza al hombre como habitante de la frontera o ser fronterizo. El hombre es entendido como un límite entre lo divino y lo animal, (...) entre la naturaleza de la que proviene (nacimiento) y el arcano hacia el que se mueve (muerte). The author begins by distinguishing six fundamental issues on the metaphysics of individuality.

Music can reduce stress and anxiety, enhance positive mood, and facilitate social bonding. However, little is known about the role of music and related personal or cultural variables in maintaining wellbeing during times of stress and social isolation as imposed by the COVID-19 crisis. In an online questionnaire, administered in 11 countries, participants rated the relevance of wellbeing goals during the pandemic, and the effectiveness of different activities in obtaining these goals. Music was found to be the most effective activity (...) for three out of five wellbeing goals: enjoyment, venting negative emotions, and self-connection. For diversion, music was equally good as entertainment, while it was second best to create a sense of togetherness, after socialization. This result was evident across different countries and gender, with minor effects of age on specific goals, and a clear effect of the importance of music in people's lives. Cultural effects were generally small and surfaced mainly in the use of music to obtain a sense of togetherness. Interestingly, culture moderated the use of negatively valenced and nostalgic music for those higher in distress. (shrink)

The Lewis-Sider argument from vagueness is one of the most powerful objections against restricted composition. Many have resisted the argument by rejecting its key premise, namely that existence is not vague. In this paper, I argue that this strategy is ineffective as a response to vagueness-based objections against restricted composition. To that end, I formulate a new argument against restricted composition: the argument from determinate vagueness. Unlike the Lewis-Sider argument, my argument doesn’t require accepting that existence is not vague, but (...) only that it is not vague in a specific way, which, I argue, is entailed by restricted composition. I show that the rejection of this species of vague existence follows from assumptions even friends of vague existence should be happy to accept. (shrink)

C.S. Peirce defended a pragmatist view of assertion in terms of its normative effect. This paper has two goals. First, to reconstruct and assess Peirce’s argument for the thesis that to assert a proposition is to make oneself responsible for its truth. The way health is conceptualized determines the actions taken to protect and promote it and, in turn, the actors responsible for such actions in an increasingly inter-dependent world. This essay presents a brief description of health policies in Peru during the last ten years in order to analyze the implications of paradigms of medical ethics, human rights and quality of care. These paradigms offer distinct ways of formulating, applying and evaluating health policies and understanding the relationship among different actors at (...) various levels. Building upon other detailed analyses of sexual and reproductive health policy in Peru (Coe, 2004; Miranda and Yamin, 2004), as well as critical appraisals of health services models (Gericke, Kurowski, Ranson and Mills, 2005; Krieger, Northridge, Gruskin, Quinn, Kriebel, Davey Smith, Bassett, Rehkopf and Miller, 2003), this article advocates the importance of construing and promoting health as a human right. Este trabajo analiza algunas de las dimensiones fundamentales de la influencia de la obra temprana de Martin Heidegger sobre la teoría política de Hannah Arendt. Como se sabe, la pensadora judía cursó algunos de sus más cruciales años universitarios bajo la tutoría del profesor alemán. En tal sentido, tanto la perspectiva hermenéutico-fenomenológica como los conceptos de “mundo” y praxis resultaron decisivos para definir, junto con la experiencia del totalitarismo, el sentido y la profundidad de la teoría política arendtiana. En líneas (...) generales, se espera que la investigación permita no solo entender varias de las nociones centrales del pensamiento de Arendt dentro de su horizonte de sentido original, sino además visibilizar algunas de las potencialidades que la obra temprana de Heidegger posee a la hora de repensar la política y la pluralidad humana. This essay traces the genealogy and evolution of the category of the subject as it developed in the thought of Louis Althusser, Michel Foucault, and Alain Badiou. As will be seen, within the fruitful and complementary dialogue about the subject and subjectivity formation among these three French thinkers, there are major discrepancies in their approaches, from Althusser’s seemingly passive view of the subject as a victim of state oppression, to Foucault’s one, embedded in power but with the capacity of resistance, (...) and, finally, to Badiou’s understanding, in his book Théorie du sujet (Theory of the Subject, 1982), of the subject as the one who courageously takes risks to put into practice the truth brought about by the event in order to radically transform the present situation. The notion of Hispanic philosophy is a useful one for trying to understand certain historical phenomena related to the philosophy developed in the Iberian peninsula, the Iberian colonies in the New World, and the countries that those colonies eventually came to form. It is useful for two reasons. First, it focuses attention on the close relations among the philosophers in these geographical areas; and second, other historical denominations and categorizations do not do justice to such relations. INDIVIDUALITY has given philosophers considerable trouble. There are conflicting views as to how to understand it and even as to its intelligibility in spite of what appears to be its fundamental character in our experience. For, on the one hand, we seem to experience the world in terms of individuals, but when we try to explain what their individuality is we run into difficulties. Indeed, even a view which at first sight appears quite innocuous, defining individuality formally as a feature (...) which characterizes individuals as individuals, is strongly rejected by many. They argue that individuality cannot be a feature at all in the strict sense of the word, since its being a feature would presuppose that something else could share on it or have it, and that seems to contradict the very notion of individuality. At any rate, this is of no concern to us presently since it is an issue which pertains to the ontological status of individuality rather than its intension. It suffices to point out for the moment that there is ample disagreement concerning the proper understanding of individuality. (shrink)

At this time when the development of synthetic biology and artificial intelligence are changing the world around us, philosophers and scientists, first of all, must converge to analyze the present and predict the ethical-social consequences and biological dangers associated with new “living entities” that are not the result of the natural evolutionary process. As synthetic/artificial life forms (xenobots, robots, transgenic organisms, etc.) become more and more abundant and sophisticated, it seems first of all necessary to bring some order to all (...) this new biodiversity, establishing what is alive and what is not, and analyzing the consequences of this incessant creative activity. Here I intend to organize all these human-made entities and clarify their status as living beings or artificial elements, leaving the door open to an uncertain future in which we will be able to see how “the artificial” and “the natural” could merge to originate something different from everything known. Accordingly, I propose the creation of a new domain, Lithbea, which includes all synthetic and artificial entities within a new kingdom called Humade (derived from human-made). I have also included viruses in a new realm, the Viral kingdom, because they were excluded from the classical three-domain tree of life despite playing a fundamental role in the evolution of biodiversity on Earth. Finally, I make a brief comment on the unpredictability of the unknown, the implications of this new landscape of biodiversity, and the uncertain future of all these advances. (shrink)

RESUMENLas posturas estéticas de Hölderlin y Schiller convergen en un decisivo punto de confluencia: la voluntad de reconciliación entre lo finito y lo infinito, entre lo definido y lo ilimitado. El objetivo último pretendido por esta armonización de potencias opuestas radica en el intento de restañar la originaria fisura entre la subjetividad incondicionada y el mundo natural que se alza ante ella como resistencia y obstáculo.
